Child care warning sounded
Mentally ill children are still being failed by the NHS in England.
Children's commissioner for England, Sir Al Aynsley-Green, acknowledges progress but says there is still a "long way to go".
Sir Al's previous report in January 2007 revealed a "national scandal" where many children were treated on adult psychiatric wards because of a shortage of beds.
