Delay call for referendum
MONDAY A referendum on primary law-making powers for the Assembly should not take place before 2011, former Welsh Secretary Peter Hain said.
He said he will not back a referendum until he knew it will be won because losing it will be a blow to devolution.
"Without a significant shift in public opinion, it is very clear to me that a referendum would be lost," he said.
