US financial rescue plan

World markets have begun to rally as the US government unveiled a plan to rescue banks from the bad debt at the heart of the financial crisis.

Details were still being worked out, but US Treasury Secretary Henry Paulson emerged from a late meeting on Capitol Hill to say he hoped he had a solution.

The plan taking shape calls for Congress to give the administration the power to buy distressed bank assets.
