George Osborne has appealed to the PM to follow the Tories' advice on the economy before he takes the "desperate last resort" of printing money.
The shadow chancellor said Gordon Brown's bank recapitalisation and VAT cut did not address the "root problem" of the recession - the lack of credit.
He said the shortage of credit is at the centre of a "vicious cycle" hitting jobs, confidence and asset prices.
