Surveillance powers used

Surveillance powers aimed at tackling terrorism and serious crime are being used by councils to tackle relatively minor problemsm figures have shown.

Some 89 of 115 councils said they had instigated investigations under the Regulation of Investigatory Powers Act over the past year.

The powers were used to tackle problems such as anti-social behaviour, noise, benefit fraud and dog fouling.
