We all wish Gerrard would play the way he does for his club, but he doesn't get to play in his position. He's not a holding midfielder. Clubs play a system to get the best out of their players while England play a system that suits them.

The problem with the England team lies at youth level. Winning is so enforced on the kids that the technical aspect is non-existent. If you look at successful nations (Brazil, France, Spain), their youth players are taught to play in triangles, popping the ball around and keeping possession.
A winning mentality can be taught at a later stage. Menzo, Finchley
